Gluing Slate to Steel

We have slate plaques made to commemorate local heritage sites in our community. Now the problem is: we want to GLUE each sign to a steel plate and then either attach the plaque to the wall of the building or place it on a steel stand secured to the ground. So my question is: What kind of glue should we use to glue slate to steel? Our weather varies from very cold to very hot; from very dry to very wet, windy, rain, snow, sleet, hail. Any information you could give us for this project would be appreciated. Thank you.
